Responsibilities

Millennium Corporation is currently seeking to hire a high performing and proactive Sr. Capture Manager for its corporate office in Arlington, VA (Hybrid).

 

The role supports the development of business opportunities for IT and Cyber Security within the Department of Defense.

 

The hired candidate will:

  • Develop a plan for securing knowledge and understanding of the customer’s requirements, issues, and needs during the pursuit and capture phases and lead planning sessions with core team focused on offensive/defensive cyberspace operations, agile software development (DEVSECOPS), artificial intelligence, data analytics, machine learning, and Red Team Operations
  • Develop a comprehensive capture plan for execution and support throughout the entire capture lifecycle.
  • Coordinate and facilitate meetings with customers, competitors, clients, and teammates to develop market insight on requirements, acquisition strategy, acquisition timing, and contract vehicle choices.
  • Build and lead Capture, Technical and Subcontract support teams to support and win Proposal bids within the DoD.
  • Prepare and execute capture activities, to include opportunity gate reviews, conduct black hat sessions, SWOT Analyses and support proposal reviews
  • Develop teaming strategy to support requirements and gaps analyses; work teaming agreements through final approval for assigned opportunities
  • Develop win strategies and proposal solutions to meet requirements of assigned opportunities
  • Complete capture plan artifacts such as call plan(s), capture data calls, capabilities matrixes, key personnel requirements, etc.
  • Lead competitive analysis assessments, teaming, and price-to-win efforts
  • Lead the development and shaping approach for white papers, RFI responses, and other solicitation responses and proposal artifacts as assigned
  • Apply a practical application (including documentation) of the Millennium capture planning process and practices
  • Brief capture status to senior management and company executives at specified milestones in the capture process, when material changes occur, and as needed
  • Support other business development activities as assigned
  • Conduct after action reviews for all business opportunity capture participants to document lessons learned and identify necessary adjustments to capture technique, strategy, and actions
  • Work, collaborate and communicate within the Millennium Staff to synch the full range of capture and proposal support efforts.
  • Mentor other program managers and rotational program staff in the capture management process
  • Develop capture budgets for senior management approval and execute capture plans within those approved budgets
  • DoD and cyber business experience required; DHS experience is a preferred.
  • Highly desired strong Army experience to align with the portfolio needs, but also open to broader DoD or federal backgrounds.

Qualifications

  • Bachelor’s degree and 8+ years of experience within the DoD.
  • At least 8 years experience in supporting Capture, BD and Proposal activities
  • Strong understanding of offensive/defensive cyberspace operations, artificial intelligence, data analytics, machine learning, and Red Team Operations within the US Federal Government, preferably DoD and the IC.
  • Leadership skills to develop, organize and execute significant capture activities, including building industry teams, assessing win probability, and executing customer call plans to shape acquisitions, in order to respond to and win business with new and existing customers.
  • Experience leading teams in both a virtual and in person environment.
  • Ability to work through others and get results from teams that do not report directly to you.
  • Technical writing and proposal development experience.
  • An ability to relay concepts and plans to their financial outcomes and clearly demonstrate an understanding of LOE/BOE development.
  • Strong verbal communication skills and prior experience briefing corporate executives.
  • Willingness to travel to other U.S. cities to support customer visits and strategy workshops. Estimated up to 25% annually as required.

Preferred Qualifications:

 

  • MBA and/or financial experience to understand pricing and other quantitative complexities in large bids
  • Completed professional training in Capture Management
  • Top Secret clearance

Physical Requirements

  • Must be comfortable with prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 10-15 pounds at a time.
