Responsibilities

Millennium Corporation is hiring a Sr. Proposal Manager to work in a remote capacity with occasional travel to Arlington, VA. 

  • Responsible for end-to-end management of US military proposals
  • Must provide direct oversight to the proposal process by delivering high quality, technically competent, and compelling responses.
  • Coordinate with capture managers, subject matter experts, and consultants
  • Take a supportive role by helping to design and execute a winning proposal strategy
  • Oversee the entire proposal development and proposal production process for multiple proposals.
  • Coordinate resource allocation of staff and consultants to support ongoing analytical and administrative tasks of the proposal development communications and processes. 
  • Establish and supervise deadlines, assignments, and objectives 
  • Lead the proposal development for assigned opportunities by preparing materials for and facilitating pink, red, and gold team reviews and white glove reviews
  • Lead and manage assigned proposal resources in the planning, preparation, and production of proposals
  • Ensure proposals are compliant with solicitation requirements
  • Develop proposal materials including compliance matrix, proposal kickoff, proposal schedule, and proposal response templates
  • Drive the proposal schedule to ensure that writers, and reviewers deliver assignments within the timeline
  • Develop response templates and placeholders in response to RFPs, RFIs, white papers, and other BD documents
  • Participate in and conduct collaboration meetings in support of proposal response development, include developing win themes, storyboarding, annotated mockups, etc.
  • Apply strong writing, reviewing, and editing skills to shape high-quality content, including technical, management, staffing, and past performance sections
  • Apply one-voicing, final editing, and formatting, as well as final reviews in preparation for White Glove and Proposal Production
  • Ability to conduct technical interviews and work with SMEs to develop and integrate compelling proposal content that conveys concepts and proposed solutions to enhance proposal documents 
  • Develop and incorporate win themes into proposal products
  • Support the Proposal Team in repurposing, storing, and maintaining content and digital files for the Content Library

Qualifications

  • 8-10 years of work experience as a Proposal Manager, and prior experience supporting Department of Defense proposals
  • Bachelor’s degree is required
  • Knowledgeable of the Shipley proposal process
  • Superb written, verbal communication and organizational skills
  • An understanding of the federal procurement process and regulations
  • Ability to work under tight deadlines and prioritize multiple tasks
  • Proficiency with MS Word, Excel, PowerPoint, Outlook and SharePoint
  • Command of English grammar, spelling, and composition and the ability to edit a document and significantly improve quality by identifying and resolving deficiencies in tone and messaging, grammar, spelling, punctuation, proper usage, company standards, corporate style, format, and accuracy
  • Willingness to proactively assist others when needed
  • Must be a team player, humble yet passionate, and work well with other teammates

Business Development

  • Assist with Business Development activities as required to support Millennium's strategic business objectives, which may include but not limited to participation in technical interviews, creation of technical documentation, general proposal writing support and proposal color reviews.

Physical Requirements

  • Must be comfortable with prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 10-15 pounds at a time.

Travel Requirements

  • Up to 10% for team meetings, events, etc
