Millennium Corporation is currently seeking to hire a high performing and proactive Capture Manager. Candidate must be eligible to obtain a Top Secret Clearance.The role supports the development of business opportunities for IT and Cyber Security. 

  • Researching and developing DOD (Navy) and Federal Civilian opportunities leading to capture decisions and contract awards. Scope of work consists of researching and following opportunity leads, developing target marketing campaigns, assisting with developing bid strategies; and, collaborating on the development of the technical, management and cost strategies to support the development of associated proposals.
  • Assist with the development of strategic marketing campaigns in emerging areas of interest: defensive cyberspace operations, agile software development (DEVSECOPS), artificial intelligence, data analytics, machine learning, and Red Team Operations. 
  • Inspire creativity and drive success for the Millennium brand. Architecting strategies that uniquely position and differentiate Millennium Corporation from its competitors.
  • Works closely with Business Development team to help bring in new opportunities, for both existing stakeholders and new ones from a strategic perspective.
  • Lead opportunity development efforts to support Capture Management Team analysis and business proposal development preparation. Scope of work consists of early qualification and analysis of opportunities identified; gathering of competitive intelligence using open-source research; initiating agency/customer contact and identifying any gaps. 
  • Develop courses of action leading to the recommendation of the most likely strategy to successfully win an opportunity to include development and articulation of the steps required, probability of successful win criteria along with themes and discriminators. Individual must be able to clearly communicate these areas to executives and other team members.
  • Identify leads and new business opportunities.
  • Develop Forecasting reports to share across the Millennium staff as a result of researching using tools such as FPDS, GovWin, Customer Forecasts, and other opportunity repositories of information.
  • Contributes to the development of strategies and responses to Request for Information (RFI).
  • Prepares and presents capability statements and other new business information presentations
  • Other duties as assigned.


  • Candidate must be eligible to obtain a Top Secret Clearance
  • 5-7 years of direct business development/capture experience within the DOD and Federal Civilian agencies. 
  • Proven track record of working in a fast-paced, complex, and deadline-oriented environment
  • Proven capability to act as a Capture Manager for various pursuits ranging from $10M or higher
  • Effective oral, written, and presentation communication skills coupled with the ability to establish and maintain productive customer and industry participant networks are essential
  • Excellent customer service, interpersonal, and communication skills
  • Ability to multi-task, organize, and prioritize multiple on-going projects at a rapid pace
  • Ability to thrive in a remote, high energy global team environment
  • Agility – able to adapt quickly and embrace improvements and change
  • Good understanding of Shipley proposal methodology
  • A strong understanding of DOD procurement lifecycle, Requests for Proposals/Information/Quote, Sources Sought, unsolicited proposal responses and capability statement development
  • Working knowledge of DOD procurement processes and DOD Federal Acquisition Regulations (DFARs)
  • In-depth knowledge of military / federal acquisition models, practices and techniques
  • Collaborative style of engagement with the ability and demeanor to work closely with others
  • Polished presentation skills
  • Experience using MS Office tools, SharePoint tools, as well as the ability to generate reports, presentations, metrics and other data necessary to support bid decisions
  • Knowledge/ Skilled in the Shipley Capture Process and able to work / follow a "modified" Shipley process


  • BS/BA preferred in Business Administration/Marketing
  • 5-7 years of direct business development/capture experience in the Federal Sector; focused experience of researching and developing opportunities within the Department of Defense, is a plus
  • Working knowledge of SETA and Cyber Security business and management services delivery models
  • Previous experience in a DoD acquisition program office
  • Minimum of seven (7) years’ experience in DoD contracting or acquisition

Business Development

Assist with Business Development activities as required to support Millennium's strategic business objectives, which may include but not limited to participation in technical interviews, creation of technical documentation, general proposal writing support and proposal color reviews.

Physical Requirements

  • Must be comfortable with prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 10-15 pounds at a time.

Travel Requirements

Up to 25% travel, when required
