Responsibilities

Millennium Corporation is seeking a Subcontracts & Procurement Administrator I. This role will support our Corporate Contracts Team and may be performed 100% remote or, if preferred, in an onsite hybrid setup from our HQ location in Arlington, VA (Crystal City). The Subcontracts & Procurement Administrator shall be responsible for the following:

 

  • Manage Subcontracts, procurement actions, and purchase orders, in accordance with the FAR, other applicable laws, and corporate policy
  • Review and process purchase requisitions for materials and equipment, evaluate proposals and price quotations, determine offer responsiveness, responsibility, and eligibility for award, and provide support for discussions and negotiations.
  • Communicate with vendors, Subcontractors, and Customers verbally and in writing to request financial information and due diligence documentation, including self-certification forms, tax identification documents, and banking information.
  • Ensure cost or price analysis is conducted and adequately documented to ensure fair and reasonable price.
  • Prepare, organize, and maintain electronic files documenting contract performance, deliverables, correspondence, and compliance to ensure audit-ready files
  • Analyze contract requirements, special provisions, and terms and conditions to ensure compliance with deadlines, laws, and corporate policies
  • Manage business relationships and negotiate terms among Subcontractors and consultants
  • Communicate contract policy and regulations to internal business teams
  • Support Business Development Unit in reviewing solicitations, providing risk analysis, managing deadlines, responding to data calls, and negotiating NonDisclosure Agreements and Teaming Agreements
  • Monitor small business goals in accordance with contractual requirements
  • Conduct research to support internal and external audits

Qualifications

 

  • Bachelor’s degree
  • Prefer 1-5 years of Contract Administration
  • Experience with Cost Plus Fixed Fee (CPFF), Time & Materials (T&M) and Firm Fixed Price (FFP) contracts
  • Working knowledge of the FAR, DFAR and other government agency acquisition supplements
  • Great interpersonal skills and can work well with others
  • Ability to exercise good business judgment and demonstrate a professional attitude
  • Strong verbal and written skills
  • Ability to prioritize multiple contractual activities and meet deadlines

Desired: 

  • Experience with a DCMA-certified Contractor Purchasing System
  • Certified Commercial Contracts Manager (CCCM) or Certified Federal Contracts Manager (CFCM)

Business Development

  • Assist with Business Development activities as required to support Millennium's strategic business objectives, which may include but not limited to participation in technical interviews, creation of technical documentation, general proposal writing support and proposal color reviews.

Physical Requirements

  • Must be comfortable with prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 10-15 pounds at a time.
