Responsibilities

Millennium Corporation is hiring a Network Engineer in Virginia Beach, VA. The candidate must have an active Secret clearance and should be eligible to obtain TS/SCI.

 

Responsibilities include:

  • The Contractor shall support the RMF in the development of technical artifacts, engineering documentation, network drawings, and use of A&A tool sets.
  • The Contractor shall provide Technical and Network Engineering services across systems Life-cycle and implement disciplined and rigorous System Engineering and Network Engineering processes.
  • The Contractor shall ensure that CS/Cyber Engineering attributes are achieved through the cost-effective, risk-balanced application of controls in a manner that promotes confidentiality, integrity, availability, non-repudiation, and authentication of information.
  • The Contractor ensure Cyber Engineering rigor has been conducted in the development and operation Life-cycle of the system. Identify, report, and assist in the resolution of security violations and ensure that all ISs are functional and secure; recommend CS solutions to support requirements.
  • Provide decision analysis, evaluation of alternatives and design and test support.
  • Review and/or produce white papers, decision option papers, trade studies, advance change study notices, initial requirement proposal, CONOPS, ECP, concept papers, requirements definitions, initial capability documents, systems engineering plans, baseline plans, program documentation and plans, integration plans, interface data definitions, technical questions resolutions, architectural design papers, traceability maps, UML models, reports, meeting minutes, risk analysis, risk mitigation recommendations.
  • Conduct day-to-day CS operations and maintenance of computer facilities and IT resources including network support, server support, instructor and student support for hardware and policy development and enforcement.
  • Assist in the management and maintenance of lab systems and networks, excluding enterprise-managed assets.
  • Track security baselines and attend CCB meetings dealing with infrastructure/network upgrades, including major and minor hardware/software that will potentially affect the baseline that is approved.
  • The Contractor shall implement CS best practices per the NSA and the DISA STIG for all aspects of system architecture in the authorization boundary including OS and network interconnects.
  • The Contractor shall support development of network-based architecture where enclaves can be used to develop, test, and certify systems in a controlled environment.
  • The Contractor shall provide support in the development of program documentation that details the design of the system. This effort includes but is not limited to program ISP, DoD Architecture Framework (DoDAF) Views, network design tools, and systems drawings.
  • The Contractor shall conduct automated assessments to include system generated audit reports or using software to monitor and report changes to files and settings on host computers, servers, network routers, and switches.
  • The Contractor shall assist in designing, analyzing, and assessing network architectures to ensure the network and network devices are of sufficient CS resiliency to meet the system's operational requirements.
  • The Contractor shall support development of a final network-based architecture where federated enclaves can develop, test, and certify their systems in an environment to exchange data and services in a controlled manner using a ship-wide network. This ability allows information to be exchanged between units using the external communication system.

Qualifications

  • Active Certified Ethical Hacker (CEH), Certified Information Systems Security Professional (CISSP), or License Penetration Tester (LPT) certification.
  • All persons performing as Privileged Users are required to have and maintain a final adjudicated Tier 5 security investigation with an IT level-1 designation in Joint Personnel Adjudication System (JPAS) and/or Defense Information System for Security (DISS).
  • Shall have a minimum of five (5) years’ experience in Network Engineering.
  • Shall have demonstrated experience with performing STIG implementation.
  • Shall have demonstrated experience performing vulnerability assessments with the Assured Compliance Assessment Solution tool.
  • Shall have demonstrated experience configuring Cisco networking devices.
  • Shall have demonstrated experience utilizing packet analyzer tools such as Wireshark and tcpdump.
  • Shall have demonstrated experience troubleshooting network connectivity issues.

Business Development

Assist with Business Development activities as required to support Millennium's strategic business objectives, which may include but not limited to participation in technical interviews, creation of technical documentation, general proposal writing support and proposal color reviews.

Physical Requirements

  • Must be comfortable with prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 10-15 pounds at a time.
