Responsibilities

Millennium Corporation is currently seeking a high-performing and proactive Capture Manager (Army). Candidate must be eligible to obtain a Top-Secret Clearance. The role supports the development of new business opportunities in areas including Cybersecurity and Information Technology. 

Responsibilities include:

  • Researching and developing Department of Defense opportunities, specifically across the Army account, leading to capture decisions and contract awards
  • Researching and following opportunity leads, developing target marketing campaigns, assisting with developing bid strategies; and collaborating on the development of the technical, management and cost strategies to support the development of associated proposals.
  • Assist with the development of strategic marketing campaigns in emerging areas of interest: defensive cyberspace operations, agile software development (DEVSECOPS), artificial intelligence, data analytics, machine learning, and Cyber Red Team Operations. 
  • Inspire creativity and drive success for the Millennium brand. 
  • Architecting strategies that uniquely position and differentiate Millennium Corporation from its competitors.
  • Works within the Business Development team to help bring in new opportunities, for both existing stakeholders and new ones from a strategic perspective.
  • Qualify and analyze opportunities; gather competitive intelligence using open-source research; and initiate agency/customer contact
  • Develop courses of action and recommends the most likely strategies to successfully win an opportunity to include development and articulation of the steps required, probability of successful win criteria along with themes and discriminators.
  • Individual must be able to clearly communicate these areas to executives and other team members.
  • Develop Account Plans with the support of Millennium staff
  • Utilizes tools such as FPDS, GovWin, Customer Forecasts, and other opportunity repositories of information.
  • Contributes to the development of strategies and responses to Request for Information (RFI)
  • Prepares and presents capability statements and other new business information presentations
  • Other duties as assigned.
  • Flexible work locations, including remote/work from home, meetings at the HQ office in Arlington, VA, and occasional local and national travel.

Qualifications

  • 5-7 years of direct business development/capture management experience within the DOD,
  • Track record of leading successful captures, each over $10m total contract value, desired experience winning contracts in excess of $50m total contract value.
  • At least two years’ experience selling Cybersecurity and IT solutions to Federal customers
  • A strong understanding of DOD and Federal procurement lifecycle, Requests for Proposals/Information/Quote, Sources Sought, unsolicited proposal responses and capability statement development
  • Proven track record of working in a fast-paced, complex, and deadline-oriented environment
  • Effective oral, written, and presentation communication skills coupled with the ability and desire to establish and maintain productive customer and industry participant networks
  • Excellent customer service, interpersonal, and communication skills
  • Ability to multi-task, organize, and prioritize multiple projects at once
  • Experience using MS Office tools, SharePoint tools, as well as the ability to generate reports, presentations, metrics, and other data necessary to support bid decisions
  • Knowledge/ Skilled in the Shipley Capture Process and able to work / follow a "modified" Shipley process
  • Polished presentation skills

Desired Skills: 

  • Bachelor’s degree
  • Experience pursuing opportunities with the Department of the Army
  • Familiarity with US Army component organizations, missions, technology and leadership
  • Working knowledge of SETA and Cybersecurity technologies and services delivery models
  • Previous experience in a DoD acquisition program office
  • Must be a US Citizen
  • An active Secret or Top-Secret US Government Security Clearance

Business Development

Assist with Business Development activities as required to support Millennium's strategic business objectives, which may include but not limited to participation in technical interviews, creation of technical documentation, general proposal writing support and proposal color reviews.

Physical Requirements

  • Must be comfortable with prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 10-15 pounds at a time.

Travel Requirements

Up to 25% travel, when required
