Responsibilities

Millennium Corporation is hiring a Program Analyst in Ft. Belvoir, VA. Candidate must have an active Secret Clearance. 

 

The Program Analyst: 

  • Serves as a Program Analyst for PM TS HQ BMD.
  • Prepare, consolidate, and review the P&R form budget drill for submission to BMD Lead, TS and PEO staff.  
  • Assist the BMD Lead in developing Obligation Plans, P&R Forms, Weapon System Reviews and Program Objective Memoranda (POM) for support to the Army’s Planning, Programming, Budget, and Execution (PPBE) process.
  • Coordinate with Product Office BMD Leads & program analysts to prepare the justification for under-execution drills, INV-01 (The process of OSD reviewing all funding and implementing resource management decisions, due to under-execution), night courts, mid-year review and obligation plans.
  • Provide quality assurance and quality control to ensure submissions are accurate, complete and in compliance with applicable financial policies.
  • Verifies accuracy of budget execution data on the program with the Program Lead and BMD Chief and prepares final versions of budget documents for submission to BMD Chief, PM/DPM TS, and PEO BMD Staff.
  • Provide support to the Product Office PMs regarding the status of assigned programs, plans, and unfunded requirements (UFR).      
  • Review UFR submissions, maintain UFR tracker, ensure submission are in sync with execution documents and funding profiles, and submit to PEO.
  • Provide impact statements to defend existing resource levels for assigned programs in the event of proposed resource decrements.      
  • Participate in the monthly tracking, evaluation, and reporting of program financials, POM, ACAT reviews, and other tasks as assigned by PM-TS, and PEO IEW&S management.
  • Serve as Functional Lead for Foreign Military Sales (FMS) taskers, presentations, and funding drills. Coordinate all submissions with Product Office PMs and The Office of the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DEC) POC.
  • Create memoranda as needed to document programmatic events related to execution.
  • Support various additional tasks and projects of necessity at the discretion of the BMD/DPM/PM.
  • Recommends process improvements to streamline administrative efforts.
  • Participate in BMD Team meetings.
  • Performs other duties as assigned.

Qualifications

Qualifications:

  • Candidate must have an active Secret Clearance
  • Bachelor’s degree from an accredited college or university  
  • At least 12 years of practical experience required (2 years of experience with Associate degree will equate to a bachelor’s degree. 4 years of experience will equate to a bachelor’s degree).
  • Program Management Office experience
  • Knowledge of the Federal Budget Process
  • Basic knowledge of Army systems such as General Fund Enterprise Business Systems (GFEBS), Standard Operations and Maintenance Army Research & Development System (SOMARDS), Logistics Modernization Program (LMP).
  • Ability to operate in a fast-paced environment

Desired Certification/Experience:

  • Program Management Professional (PMP) certification

Business Development

Assist with Business Development activities as required to support Millennium's strategic business objectives, which may include but not limited to participation in technical interviews, creation of technical documentation, general proposal writing support and proposal color reviews.

Physical Requirements

  • Must be comfortable with prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 10-15 pounds at a time.
