Overview

Millennium Corporation is hiring a SharePoint Knowledge Manager in Ft. Belvoir, VA. Candidate must have an active Secret Clearance. 

Responsibilities

The SharePoint Knowledge Manager will: 

  • Serves as the PM-TS Knowledge Manager (KM)/SharePoint Site Manager, and Operations Support.  The estimated workload breakout for Knowledge Manager is 70%, and Operations Support is estimated at 30%.  As the Knowledge Manager/SharePoint Site Manager, responsible for maintaining the PM-TS Microsoft SharePoint site as a collaboration and workflow tool.  Serves as the PM-TS MS SharePoint system administration, a maintain user accounts by adding/deleting accounts, creating special access groups for special projects, maintaining data stores, files, archives and repositories, and applying appropriate security levels for document libraries.  Coordinate with higher headquarters on MS SharePoint management 
  • The Knowledge Manager implements Knowledge Management initiatives and provides a framework to ensure the capture, harnessing and exploitation of intellectual capital. The framework developed includes rules and policies for PEO IEW&S, PM-TS, and seeks adherence in documenting, controlling and organizing the captured knowledge to realize maximum utility, speed of access and to enhance their job performance and mission contribution. The KM embraces all types of knowledge used by PM-TS staff, Department of the Army (DA) and Department of Defense (DoD) to include general, specific, widely shared, as well as that which must be shared among a specified few
  • The KM leverages the latest Internet, telecommunications technologies, collaborative web portals (i.e. SharePoint, Global Electronic Approval Routing System (GEARS), Task Management Tool (TMT), General Correspondence Tracker (GCT) to provide access and the ability to collaborate on knowledge products for PEO IEW&S and PM-TS community through the unclassified online portals. The KM must aggressively pursue knowledge sources across the entire PEO IEW&S, PM-TS, DA, and DoD. Provides guidance to a formulated Knowledge Management Working Group (KMWG) from across all stakeholders to integrate planning, development and implementation of knowledge programs and systems across the command, in providing knowledge to the decision makers.  Must collaborate with assigned KM at all levels in ensuring that the KM tools employed at PEO IEW&S & PM-TS levels have the ability to attain effective collaboration at all levels and conforms to DoD and Army systems.  The KM is responsible for performing portal administration and content management duties; provides technological solutions to PM-TS management requirements; and provides KM and portal training to other PMs.
  • Works closely with the PM-TS OPS Officer in tracking Taskers, CCIRs (reviewing editing and staffing), editing & formatting documents required for staffing and presentation, information papers using Army Regulatory 28-50s. Ensures documents are prepared in accordance with AR 25-50 (Preparing and Managing Correspondence). Provides detailed support to PM-TS leadership in a timely manner, using accurate formats, and supporting analysis. Reviews, analyzes, and recommends management organizational policies and procedures for operations; participates in the development of new or revised program processes, systems, procedures, and methods of operations; consults with and makes recommendations to leadership; reviews and evaluates the implementation of changes. Supports the development of new and revised Standard Operating Procedures (SOP) and standards to incorporate provisions affecting operating activities and requirements; conducts reviews of current operations administration and procedures and provides recommendation to PM-TS Leadership. Recommends effective operations’ processes and time frames to monitor products in meeting operational objectives to support programs within the PM-TS portfolio
  • Defines and establishes KM tasks in support of the published operational and policy objectives, and will provide advice on needed resources, lead and monitors project progress, and ensure that work is accomplished in a timely, efficient, and effective manner.
  • Serves as the KM transformation/change agent for PM-TS. Identifies internal/external best KM practices. Establishes methodology for sharing these across PM-TS deployed worldwide using the website/portal. Develop, design, set up and maintain the PM-TS website/portal for knowledge dissemination to the workforce.
  • Coaches and champions online communities of practice (knowledge communities) across PEO IEW&S and PM-TS community. Develops strategies to make tacit knowledge explicit; implements a process for identifying and validating Subject Matter Experts (SMEs); facilitates the sharing of best business practices across the workforce.
  • Develops procedures and acquires necessary hardware and software for implementation of knowledge management policies and procedures.
  • Trains members of PM-TS staff to maintain portals and other KM systems.
  • Analyzes, develops, evaluates, advises and improves work methods and procedures through information management automation.
  • Executes staffing applications using Task Management Tool (TMT) and Global Electronic Approval Routing System (GEARS)
  • Participates in the weekly/ monthly tracking, evaluation, and reporting of program, and other tasks as assigned by the PM-TS, and PEO IEW&S management.
  • Prepares and tracks memoranda/FORMS as needed to support programmatic documentation related to cost, schedule, and performance.
  • Participates in the analysis and documentation of programmatic risk (IMS).
  • Supports various additional tasks and projects of necessity at the discretion of the PM-TS Leadership.
  • Serves as the focal point for programmatic documentation / maintenance of SharePoint archives.
  • Performs other duties as assigned.

 

Qualifications

  • Active Secret Clearance
  • Two (2) years of experience with content management at the Enterprise level.
  • Two (2) years of experience with SharePoint Portal operations
  • Bachelor’s degree from an accredited college or university in a Relevant Technical Discipline. At least 12 years of practical experience required. Two years of relevant experience with an Associate degree will be considered the equivalent of a Bachelor’s degree. Four years of relevant experience will be considered equivalent to a Bachelor’s degree.

Desired Experience: 

  • Knowledge of federal government or DoD Information Assurance (IA) security controls
  • Ability to work independently or in a team setting
  • Extensive knowledge of Knowledge Management concepts, processes, tools, foundation technologies, methodologies, Internet/Intranet publishing enterprise and best KM practices.
  • Extensive experience leveraging current telecommunications technologies in the dissemination of knowledge products to tactical and operational level Army headquarters.
  • Expert knowledge of and skill in applying analytical and evaluative methods and techniques to assess the knowledge needs of DoD, PEOs, Project, Product Offices, and to evaluate the effectiveness and efficiencies of various KM and change management processes.
  • Mastery knowledge of Information Technology (IT) processes sufficient to leverage Automated Information Systems (AIS) leading to the development of guidelines and detailed plans and policies for the effective and efficient utilization of technology resources.
  • Experience in working on an operational level staff (division, corps or field army level) as an knowledge and/or information manager or supervisory systems administrator; experience in maintaining web pages or web portals for tactical or operational level units (corps or below).
  • Job experience in the Pentagon on OSD or Army Staff (i.e. DASC, G8 Force Development (FD), ASA (ALT) Staff), etc., Program/Project Management experience at the PEO/PM Operations (O6 or O5 Level).

Desired Certification: 

  • Program Management Professional (PMP) or equivalent highly desired

Business Development

  • Assist with Business Development activities as required to support Millennium's strategic business objectives, which may include but not limited to participation in technical interviews, creation of technical documentation, general proposal writing support and proposal color reviews.

Physical Requirements

  • Must be comfortable with prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 10-15 pounds at a time.

Travel Requirements

  • Less than 10%.
