Overview

Millennium Corporation is hiring a Operations & Plans Team Leader to support a program in Ft. Belvoir, VA. Qualified candidate must have an active Secret Clearance.

Responsibilities

The Operations & Plans Team Leader will: 

  • Responsible for all matters involving interpretation, development, implementation and oversight of policies and procedures relating to the planning, integrating and operational support missions for the organization. Responsible for plans, executes and ensures completion of all operational projects and initiatives. Continually reviews and assesses the impact of policy directives of Program Executive Office, IEW&S, the Department of the Army and higher authority, as well as policy statements and administrative policies and takes actions to implement the intent and emphasis of directives in basic policies of organization and issuances to staff elements and assigned Project/Product Offices and Assistant Project Management (APM) Offices. Responsible for special studies and reports on a very broad range of subjects of interest to the organization.
  • Exercises the full range of responsibilities in directing work of subordinate staff. Reports directly to the PM/DPM and has wide latitude of action and exercise of independent judgment within the guidelines of the PM/DPM.
  • Ensures the operational guidelines and procedures of the organization reflect efficient and effective use of time and resources. Assures that execution of responsibilities, in support of organization, is consistent with established policies. Develops and implements operational policies. Reviews new operational policies, determines impact on organization and higher headquarters authority, and provides recommendations to the PM/DPM on implementation of said policies. Attends, orchestrates and provides briefings when requested by PM Leadership to HQ staff meetings to keep abreast of developments, expresses views and decisions; and personally acts to ensure initiation and/or implementation of matters of an operational or policy nature. Provide information in support of the plans, integration and operations mission.
  • Keep PM Leadership informed and briefed on the status of various open tasking’s and issues involving required administration and management actions, including PM action with higher headquarters, other federal agencies, and provide recommendation to resolving diverse and complex problems within and outside PEO Intelligence, Electronic Warfare, and Sensors (IEW&S).
  • Applies comprehensive knowledge of the organization, mission, policies, and operation of PEO IEW&S, Department of the Army, and Department of Defense in the accomplishment of assigned duties. With guidance from PM Leadership, develops administrative and management policy and/or directives for issuance to staff organizations to ensure implementation of the decisions, plans, and other actions emanating from PEO IEW&S. Continually reviews and assesses the impact of policy directives of the Department of Army and higher authority. Recommends drafts and staffs major revisions to existing operational policies, and coordinates these matters which involve the policies and programs of headquarters with other agencies.
  • Assists Project/Product Managers, and APMs by providing critical, high level review of programs, action papers, staff studies, regulations and manuals, and special action papers such as investigative reports relating to a wide variety of subject matter concerning the organization, standard operating procedures, and operations, and applies knowledge of philosophy and policies, concurrent and overlapping staff actions and other internal and external requirements and factors in the review, coordination and clearance of such papers. Recommend mediation strategies to PM Leadership on controversial issues for internal and external sources involving the development and/or implementation of administrative policy and mitigates impact of inter-organizational conflicts.
  • Accomplishes special assignments and studies of a broad scope and a wide variety of subjects, many of which require action and decisions to resolve bottlenecks in projects and functions of organization and which entail contribution and coordination from staff elements on a matrix-support basis and liaison with higher authority and other government agencies. Investigates and analyzes problems, identifies solutions, and prepares directive actions to organizations as appropriate.
  • Initiates, coordinates, reviews, and/or executes actions pertinent to the strategic planning for the near and long-term Project office schedule in achieving the PM's missions and objectives. Responsible for the PM Operations section support staff and review of planning for other recurring and unique events, functions, meetings, and conferences conducted to promote and facilitate the execution of programs and functions.
  • Orchestrates problem solving sessions with the Operations support section and performs numerous staff actions necessary for the successful accomplishment of the mission. This requires heavy coordination with matrix-support activities, PM subordinate organizations, PEO IEW&S, DA, and other government agencies, contractor representatives and other private sector representatives.

Qualifications

  • Candidate must hace an active Secret Clearance
  • Bachelor’s degree from an accredited college or university in a Relevant Technical Discipline. At least 20 years of practical experience required.
  • DAU PM III or PMP

Desired Certification / Experience:

  • Job experience in the Pentagon on OSD or Army Staff (i.e. DASC, G3/5/7, G8 Force Development (FD), ASA (ALT) Staff), etc.
  • Program/Project Management experience at the PEO/PM (O6 or O5 Level). Battalion or Brigade level S3 Operations Officer or Command Sergeant Major (CSM)
  • Expert Knowledge of TMT and GEARS staffing applications
  • Senior Service College Graduate or Master’s degree

Business Development

  • Assist with Business Development activities as required to support Millennium's strategic business objectives, which may include but not limited to participation in technical interviews, creation of technical documentation, general proposal writing support and proposal color reviews.

Physical Requirements

  • Must be comfortable with prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 10-15 pounds at a time.

Travel Requirements

  • 25% travel
