Overview

Millennium Corporation is seeking a Lead Instructional Systems Designer (100% Remote). Candidate must have an active Secret Clearance.

Responsibilities

The Lead Instructional Systems Designer will: 

  • Serves as Lead Instructional Systems Specialist developing programs of instruction in occupational specialties or fields
  • Provides guidance and technical support to less experienced staff performing similar functions; plans and directs technical support activities of team in coordination with leadership
  • Serves as the technical lead and Subject Matter Expert in coordination with leadership for the delivery of products and support across program offices, to include tracking of requirements, schedules, and performance
  • Designs and develops effective instructional programs, training literature and measurement instruments for military and civilian students
  • Develops and implements projects designed to establish improved procedures and baselines for the technical training process with minimal guidance
  • Creates new master instructional plans and modifies existing plans and conducts task analyses for the training programs
  • Works with subject matter experts and existing course materials, designing and developing the instructional analysis, paper-based instructional materials, accompanying support materials such as workbooks, and instructor guides
  • Performs instructional analysis to identify training performance objectives; being involved in each phase of the analysis as a quality assurance subject matter expert
  • Generates or modifies multi-media and computer-based training plans with assistance from other team subject matter experts while developing the accompanying lessons that use the media.
  • Perform FEA activities such as Job Duty Task Analysis (JDTA), Training Task Analysis (TTA), Learning Objective Analysis and others.
  • Develop and maintain formal documentation such as Training Plans (experience with Navy Training System Plans (NTSPs) a plus) and conduct MPT Advisory Boards in accordance with OPNAVINST 1500.76 series and SPAWARINST 1500.6.
  • Develop integrated master schedule (IMS) and level of effort (LOE) inputs for projects; track and report project status through written reports and/or facilitating meetings; communicate risks, impacts and mitigations.
  • Design, develop, and implement training/performance support solutions. Training products may consist of (but not be limited to) Lesson Plans, Instructor Guides, Trainee Guides, Microsoft PowerPoint Presentations, electronic performance support/job performance aids, computer-based training (CBT), interactive courseware (ICW).
  • Conduct training classes for IT systems in support of pre-deployment and end-user training.
  • Provide inputs to Government acquisition products supporting procurement of training; provide oversight to ensure training meets program cost, schedule, and performance.

Qualifications

  • Active Secret Clearance
  • 8 years of relevant experience
  • Bachelor’s degree in either Instruction Systems Design, Industrial/Organizational Psychology, or related field OR 6 years of relevant experience with a master’s degree in Instructional Design, Industrial/Organizational Psychology, or related field.
  • Demonstrate experience in a leadership role to include project/program management 
  • Proficiency with Microsoft Office
  • Experience with Content Management Systems (CMS), Learning Management Systems (LMS), and courseware development software Adobe suite (Captivate, FrameMaker, etc.) and similar tools (MadPak suite to include MadCap Flare, SAP, Oracle)

  • Communicate risks, impacts and mitigations. Track and report project status through written reports and facilitate meetings
  • Experience with acquisition related processes and deliverables (Statement of Work (SOW), Contract Data Requirements List (CDRL), and Data Item Descriptions (DIDs)
  • Experience facilitating or conducting training sessions a plus.
  • Ability to work as part of a team and autonomously
  • Verbal and written communication skills to support both informal and formal briefings, status updates, and other meetings; report and formal product/deliverable generation.
  • Ability to operate within a rapid-pace, dynamic environment, often times managing multiple programs concurrently

Business Development

  • Assist with Business Development activities as required to support Millennium's strategic business objectives, which may include but not limited to participation in technical interviews, creation of technical documentation, general proposal writing support and proposal color reviews.

Physical Requirements

  • Must be comfortable with prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 10-15 pounds at a time.

Travel Requirements

  • 10-20% Travel with the ability to flex in support of training facilitation as applicable; additional local on-site requirements as needed/applicable
