Overview

Millennium Corporation is hiring an Acquisition Program Analyst  in Ft. Belvoir, VA. Candidate must have an active Secret Clearance.

Responsibilities

The Acquisition Program Anslyst will: 

  • Provide defense acquisition programmatic and operational support for the Husky Mounted Detection System (HMDS) and Wire Detection (WD) to Product Manager, Counter Explosive Hazard (PM CEH), a program office of Program Manager, Terrestrial Sensors (PM TS) under Program Executive Office Intelligence, Electronic Warfare, and Sensors (PEO IEW&S)
  • Assist the Product Manager in strategically communicating program messages, activities and accomplishments.
  • Prepare weekly reports highlighting program significant actions, accomplishments and challenges for senior leader situational awareness.
  • Prepare Executive summaries for all senior leader engagements
  • Prepare briefings and Read Ahead documents for senior leadership
  • Draft, review and update Power point briefings for key statutory and regulatory programmatic activities
  • Prepare, submit and track military awards and evaluation reports
  • Maintain a consolidated Task Tracker to track incoming, existing and completed taskers to Product Managers office from external agencies, to include PEO IEW&S and other stakeholders.
  • Communicate assignment of the task to the POC; and will review, compile and make administrative corrections to the POC submissions.
  • Consolidate, submit and track statutory and regulatory program documentation for internal and external staffing
  • Manage daily operations for all functional and technical groups to meet or exceed mission requirements.
  • Lead business operations processes for continuous improvement of group efficiency and collaborative teamwork. - Liaise between PM CEH functional leads and PM TS functional leads and Operations to clarify requirements, execute, and submit PEO-level and PM TS-level taskers on schedule with high quality output. Work closely with PM TS Operations.
  • Communicate with team to ensure clarity and preparedness for accomplishing leadership and mission objectives on time.
  • Manage all aspects of the Change of Charter including venue, program, script, slideshow, audio/visual equipment, invitations, seating, awards, brochures, speakers, flowers, food, photography, rehearsal, and reception.
  • Write weekly focus areas submitted to PM TS and PEO to highlight product office accomplishments or issues including contract awards, acquisition milestones, feedback from theater, schedule variations, or stakeholder engagements.
  • Develop briefs and write executive summaries, white papers, memorandums, and reports to support Acquisition Program Baseline (APB) updates, Quarterly Program Reviews (QPR), and Program Objective Memorandum (POM) Cycle Program Review (PR) as part of the Program, Planning, Budget, and Execution (PPBE) process.
  • Review and edit programmatic documentation including contract actions and life cycle cost estimate summaries.
  • Complete quarterly programmatic cost, schedule, and performance issues and risks reports.
  • Serve as a Systems Engineering IPT facilitator to track actions, capture minutes, and offer ideas to streamline the agenda.
  • Write submissions to highlight programmatic accomplishment summaries and provide spotlight to high performers.
  • Work with marketing vendor to develop an animated video showcasing system capabilities and future developments.
  • Manage all operational project tools for the team including SharePoint and MS Teams.
  • Plan and facilitate staff meetings and events including standups, town halls, and teambuilding outings.

Qualifications

  • Candidate must have an active Secret Clearance
  • Bachelor's degree and 12 years of experience, 5 of those years of experience within Acquisition 
  • Strong verbal and written communication skills
  • Experience working in DOD acquisitions and military personnel management
  • Knowledge of DoD acquisition and financial statutory, regulatory and policy requirements
  • Strong technical, analytical, and problem solving skills.
  • Strong time management and organizational skills to manage multiple projects simultaneously.

Desired Qualifications:

  • Familiar with Army Regulation 25-50 Preparing and Managing Correspondence
  • Familiar with deployment process for Military, DA CIV and Contract personnel to CENTCOM, AFRICOM, EUCOM and PACOM
  • Familiar with planning and execution of Military Change of Command, Awards and Retirement ceremonies and team building events
  • Familiar with Defense Travel System (DTS)
  • Former Acquisition program APM / DAWIA II PM highly desired

Business Development

  • Assist with Business Development activities as required to support Millennium's strategic business objectives, which may include but not limited to participation in technical interviews, creation of technical documentation, general proposal writing support and proposal color reviews.

Physical Requirements

  • Must be comfortable with prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 10-15 pounds at a time.

Travel Requirements

  • 10%
