Millennium Corporation is hiring a Technical Program Manager in Dayton, OH. Candidate must have an active Secret Clearance. 


The Program Manager will: 


  • Acts as the overall lead and administrator for a contract directly supporting REMIS.
  • Serves as the primary interface and point of contact with Government program authorities and representatives on technical and program/project issues.
  • Oversees contractor personnel program/project operations by developing procedures.
  • Provides administrative support and monitors and reports on progress.
  • Manages acquisition and employment of program/project resources and controls financial and administrative aspects of the program/project with respect to contract requirements.
  • Oversees large procurement efforts for software services and solutions from multiple vendors
  • Serves as the primary interface and point of contact with the COR/ACOR on technical program/project and contract administration issues.
  • Coordinates with the COR/ACOR to ensure personnel are adequately assigned to individual efforts to ensure successful completion of program requirements.
  • Ensures all notifications and submissions to the Government (e.g. PCO, COR, TPOC) for review or approval in SOW are submitted in a timely and accurate manner.
  • Establishes and oversees subcontracting activities.
  • Support the Product Owner for key audits, briefings, and reporting.
  • Coordinates efforts with the Technical Lead and Design Lead in leading a large team consisting of around 40 FTEs including 3 agile software teams.
  • This role will not be managing the agile processes or teams.


Must Haves: 

  • Active Secret clearance.
  • Bachelor and/or master’s degree in Software Engineering, Computer Science, Engineering, Business, or other Information Technology disciplines.
  • 15+ years of professional experience in software engineer, DevSecOps, agile oriented program with at least 7 years of PM experience.
  • Experience with software development methodologies and processes.
  • Knowledgeable of acquisition policies and procedures.
  • Demonstrated ability to work with large and diverse teams and the ability to effectively provide guidance, direction, and supervision in all areas of contracted effort such as program management, software engineering, systems engineering, major system acquisitions, and financial management.
  • Experience with MS Project and Office Suite


Nice to Haves:

  • Experience working in SAFe® environments.
  • Experience in Air Force Logistical Systems Sustainment and Modernization.
  • Experience with Agile SDLC tools (i.e., JIRA, Confluence)
  • Project Management Professional (PMP®) certified
  • SAFe® certified

Business Development

  • Assist with Business Development activities as required to support Millennium's strategic business objectives, which may include but not limited to participation in technical interviews, creation of technical documentation, general proposal writing support and proposal color reviews.

Physical Requirements

  • Must be comfortable with prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 10-15 pounds at a time.
