Millennium corporation is seeking a Senior Program Analyst to support a program in Ft. Belvoir, VA. Qualified candidate must have an active Secret Clearance.
Supports the Project Manager Terrestrial Sensor HQ’s Business Management Directorate (BMD).
Prepares, consolidates, and reviews the Purchase and Request (P&R) form budget drill for submission to BMD Lead and staff.
Assists the BMD Lead in developing Obligation Plans, P&R Forms, Weapon System Reviews and Program Objective Memoranda (POM) for support to the Army’s Planning, Programming, Budget, and Execution (PPBE) process.
Coordinates with program analysts to prepare the justification for under-execution drills, night courts, mid-year reviews and obligation plans.
Provides quality assurance and quality control to ensure submissions are accurate, complete and in compliance with applicable financial policies.
Verifies accuracy of budget data on the program with the Program Lead and BMD Chief
Prepares final versions of budget documents for submission to BMD Chief, Program Manager, Deputy Program Manager and BMD Staff.
Provides support to the Product Office PMs regarding the status of assigned programs, plans, and unfunded requirements (UFR).
Reviews UFR submissions and maintains UFR tracker
Provides impact statements to defend existing resource levels for assigned programs in the event of proposed resource decrements.
Participates in the monthly tracking, evaluation, and reporting of program financials, POM, ACAT reviews, and other tasks as assigned.
Serves as functional lead for Foreign Military Sales (FMS) taskers, presentations and funding drills.
Coordinates all submissions with Product Office PMs and the Office of the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DEC).
Creates memoranda as needed to document programmatic events related to execution.
Supports additional tasks and projects of necessity at the discretion of the BMD, DPM or PM.
Participates in BMD Team meetings.
Assists with Business Development activities as required to support Millennium's strategic business objectives, which may include but not limited to participation in technical interviews, creation of technical documentation, general proposal writing support and proposal color reviews.
Active Secret Clearance
Bachelor’s degree from an accredited college or university
At least 12 years of practical experience required (2 years of experience with Associate degree will equate to a bachelor’s degree. 4 years of experience will equate to a bachelor’s degree).
Program Management Office experience
Knowledge of the Federal Budget Process
Ability to operate in a fast-paced environment
Program Management Professional (PMP) certification
Basic knowledge of Army systems such as General Fund Enterprise Business Systems (GFEBS), Standard Operations and Maintenance Army Research & Development System (SOMARDS), Logistics Modernization Program (LMP).
