Utilizes advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of organizational programs, establishing study methods and techniques and analyzing and evaluating the effectiveness of software running government applications.
Participates in meetings and projects with stakeholders, staff, project managers, etc. to render project activities into actionable solutions across business units and initiatives.
Effectively assesses and responds to highly complex and time sensitive issues.
Reviews business requirements and other documentation from multiple sources to identify and resolve cross initiative dependencies and ensure consistency of configuration management approach and application across the government program offices.
Provides guidance or technical supervision to less experienced staff performing software configuration management functions.
Provides Configuration Management software system administrative control, to include account creation, setting roles/permissions, providing system training, and troubleshooting issues.
Reviews program System Engineering Plans and associated Technical Reviews.
Qualifications
Minimum SECRET clearance.
Experience writing and maintaining Configuration Management Plans, Standards Operating Procedures, and Configuration Control Board charters.
Experience developing and improving Program CM processes including “Agile” methodology.
Experience documenting and performing version control processes and procedures.
Experience establishing and maintaining program CM document libraries.
Experience with executing DoD Systems Engineering Plans.
Able to multi-task and handle multiple projects and deadlines.
Ability to think independently with minimal oversight.
Exceptional written and oral communications skills.
Exemplary customer/client management skills and techniques.
Experience with Microfocus (Serena) Dimensions configuration management tool.
Experience with Windows 2010, MS Office 2016 software applications (Outlook, Word, Excel, Visio, and PowerPoint) and Adobe software.
Minimum Experience: At least eight (8) years of practical experience in software engineering/configuration management in a DoD environment.
