    Millennium Corporation is seeking a Senior Manager, Proposal Operations, reporting to our Vice President for Business Development, with the responsibility and accountability to manage all necessary activities, resources and strategies are employed to develop and execute winning proposals and capture support efforts. The Senior Manager will be responsible for the management of specific, high visibility proposals, and will provide mentorship, resource management/scheduling and management oversight for corporate-wide proposal development teams. This role will also require knowledge of the capture management lifecycle, from opportunity identification, competitive analysis, and capture strategy development to bid team building, proposal support, and preparation for contract award. Requires confident, knowledgeable, and hands-on leadership, ability to work collaboratively with all stakeholders, while staying laser focused on doing whatever it takes to win.

     

    Candidate must understand deadlines, assignments and objectives to:

    • Lead the proposal development for assigned proposals; lead and actively participate in the proposal "color" review process.
    • Lead and manage a team of Millennium and subcontractor staff in the planning, preparation, and production of proposals or task order opportunities
    • Identify resource constraints that impact quality proposal and/or other Business Development-related products through active schedule management, and recommend solutions to the VP of Business Development to minimize risk to meeting delivery requirements
    • Review final text submitted by proposal team members to establish consistency of writing style throughout the proposal. Responsibilities vary depending upon proposal magnitude.
    • Assist the VP for Business Development in managing business development/capture processes; provide coordination across functional teams; prioritize and implement process improvement initiatives; report progress towards company goals, and maintain overall BD process documentation

    Qualifications

    • Minimum 8 years of Federal Government Proposal Management experience.
    • Minimum 3 years business development/capture management experience (desired).
    • Minimum BA / BS Degree from a Nationally Accredited College or University. Preferred degrees: Majors in Marketing, Management, English, Journalism English, or Business
    • In-depth understanding of compliance with all sections of governmental RFPs, experience analyzing RFPs, creating proposal outlines and schedules, managing and coordinating proposal teams and work products, writing new material, editing written material, and producing high-quality proposals under tight deadlines
    • Knowledge/ Skilled in the Shipley Capture Process and able to work / follow a "modified" or equivalent to Shipley process.
    • Demonstrated excellence in written and verbal communication, and organizational skills
    • Expert in MS Office Suite (Word, Excel , PowerPoint, Outlook), SharePoint, Adobe Acrobat, and desktop publishing software; experience with Adobe Creative Suite preferred
    • Ability to manage and work as an integral member of a team and proactively assist others.
