  • Overview

    Millennium Corporation is hiring a Principal Acquisition Analyst to support an Army Program Office in Fort Belvoir, VA. Candidate must have at least a Secret Clearance.

    Responsibilities

    • Provide acquisition program management and analysis support services for the planning and execution of programs at different acquisition category levels and in all phases of a program life cycle.
    • Develop, review and recommend acquisition program strategies and acquisition documentation and provide advice and recommendations to support efficient and effective program execution.
    • Work closely with PM and subordinate acquisition product managers and senior staff in developing acquisition strategies that support meeting military requirements.
    • Develop briefings to PM leadership in support of required acquisition reviews and decision briefs.
    • Advise Government PM on current DoD policies and procedures for major program decisions and recommends strategies and techniques for successful conclusions
    • Provide insight into OSD and Joint Staff priorities and decision criteria to support development of effective engagement strategies
    • Develop tools for implementing engagement strategies and preparing for senior level acquisition forums
    • Provide advisory support on acquisition documentation preparation and staffing
    • Assist government PM in communicating goals and objectives and the PMO staff in implementing senior level guidance and directives

     

    Qualifications

    • Candidate must have an Active Secret Clearance
    • Bachelor’s degree from an accredited college or university in a Relevant Technical Discipline and at least 12 years of practical experience
    • Experience working in ACAT 2-3 programs and preparing for milestone decisions
    • Senior-level knowledge of DoD acquisition (DoDI 5000.02) policies and procedures, the DoD acquisition life cycle, and acquisition strategy development.
    • 5 years of DoD acquisition program office or PEO organization experience, managing, providing program management support to, and/or developing acquisition strategies for DoD acquisition programs.
    • A working knowledge of Army Acquisition (AR 70-1) and Office of the Secretary of Defense acquisition policies and procedures (e.g. DAP 70-3).
    • A working knowledge of statutory and regulatory acquisition documentation required to support acquisition decision making, such as Acquisition Milestone A, B, and C Decisions, with emphasis on Acquisition Category (ACAT) 2-4 levels.
    • A working knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) system, to include support of Program Objective Memorandum (POM) preparation and documentation efforts.
    • Strong interpersonal and communication skills, with the ability to assess and clearly communicate technical and project risk to various levels within the organization (working level to upper management).
