As a Millennium Corporation Business Development Solutions Developer, you will provide company-wide expert support to delivery of technical solutions that best fulfill client needs, and helping our technical teams clearly communicate the benefits of those solutions to military and federal government decision-makers. Millennium Corporation is looking for a Capture Manager in the Arlington, VA area.

    Responsibilities

    Primary Duties and Responsibilities:

     

    Leads the capture/acquisition process effort for business opportunities of high complexity and/or strategic importance.  Analyzes requirements, responds to Requests for Information and Sources Sought announcements, develops and implements capture plans, and orchestrates all capture activities during the proposal phase and post-submittal activities.  Defines and develops capture team resource requirements and costs associated with bid and identifies and trains capture team members to ensure necessary support elements are available.  Assesses capabilities, strengths, and weaknesses and is responsible for the development of capture strategies and marketing campaigns. Interacts with broad range of departments and leadership to develop win and price strategies. Prepares and presents recommendations to senior management.

     

    Position Responsibilities:

    • Work closely with Millennium Technical Leaders in developing and refining technical solution strategy throughout the Capture and Proposal lifecycle, from early Qualification through Proposal submission.
    • Participate and input to Industry and Government technical forums and conferences to access prospective customers, understand critical needs, socialize and vet solutions, and advise on strategies to shape acquisitions that achieve desired results
    • Lead and support technical solution design and the development of key products including, but not limited to architectural models, process diagrams, concepts of operation – with a focus in cybersecurity, C4ISR, and/or IT solutions.
    • Collaborate with Millennium leaders and staff to identify and bring the best technical and business strategies and solutions to differentiate Millennium from its competition
    • Ensure readiness of solution and proposal support team to prepare a compelling and compliant response to the government’s solicitation
    • Ensure integration of technical solution with all sections and volumes of the proposal
    • Review proposals and provide critical feedback needed to strengthen our solution and proposals
    • Author Technical volume introductions, key sections and orals slides including developing compelling graphics
    • Develop and manage a pipeline.
    • Execute the Millennium capture process to include creating, validating and updating a Capture Plan and holding Management Gate Reviews
    • Establish dialogue and communication with clients and teammates, gathering intelligence on buying cycle, timing, funding, competition, scope of work, etc.
    • Perform analysis of the Compancy’s markets and capabilities to determine if there is compatibility
    • Identify the resources required to pursue a bid, establish any infrastructures required, teams, processes, and plans necessary, and manage their execution.
    • Develop Teaming Strategies and lead negotiation resulting in Teaming Agreements

    Qualifications

    Required Experience / Education :

    • BA/BS Degree in a Business or Engineering/Technical discipline, or a related field from a nationally Accredited College or University, or equivalent military/Federal experience.
    • 4-8 years of experience in the Federal Business Development community
    • At least four (4) years of capture management experience, and/or experience providing direct support to clients as a technical subject matter expert.
    • At least three (3) years of experience in a technically-focused career field or technical environment, or equivalent military assignment/operational experience, with preference for experience in a cybersecurity to IT-related environment
    • Demonstrated ability to negotiate, influence and manage risk. 
    • Experience with technical leadership and project management
    • Ability to successfully lead solution development and technical proposal volumes for large scale ($100M+), highly strategic, and complex deals
    • Proven ability to conduct competitive assessments.
    • Excellent oral and written communication skills
    • Demonstrated ability to develop and lead complex teams.
    • Knowledge and ability to research, review and comment on Requests for Proposals, Performance Work Statements, Requests for Information and Sources Sought.
    • Task flexibility to respond to rapid adjustments in the priority of work assignments in a fast-paced environment.
    • Strong knowledge of the Microsoft Office Suite
    • Secret Clearance (desired)

    Work Environment & Physical Demands.

    • Work may be performed “off-site” as approved by the Supervising Manager / Vice President (VP)
    • Occasional travel may be required at VP/Executive direction to attend conferences and meetings on behalf of Millennium, travel beyond 50 miles be reimbursed
    • Occasional “additional” hours (more than 8hrs) will be required due to workload or urgent needs and may be required on any day of the year
    • Must be able to be stationary at least 50% of the time
