  • Overview

    Millennium Corporation is seeking a Senior Systems Engineer to support a program in Aberdeen, MD. Candidate must have an active Top Secret/SCI Clearance.

    Responsibilities

    Qualified candidate will be responsible for serving as a DCGS-A Fixed Site Trail Boss and be responsible for providing project oversight during phases of the given project for which he/she is appointed (periods indicated below). 

    • During the site survey
    • During the NMIB
    • During the IPRs leading up to the respective project
    • Receipt, installation and configuration of hardware
    • Receipt, installation and configuration of software
    • During IA activity prior to submittal of IA documentation or accreditation event (ST&E)
    • During the accreditation event
    • Post accreditation event to track project to FOC (includes table-top reviews)

    On a daily basis, the Trail Boss is to:

    • Manage all aspects of the phase assigned during Trail Boss appointment. This includes:
      • Site Survey: With the Unit -  conduct review of the proposed locations; review pros and cons of the respective location; review standard processes involving the installation of HW/SW; discuss accreditation process(es)
      • NMIB: represent the PM during NMIB discussions
      • IPRs: Participate in the discussions to represent the PM perspective and provide input/insight on process, procedures, and requirements for his/her respective phase(s) of the project
      • Installation of HW/SW: ensure completion of their phase in preparation for the next phase; be mindful of project requirements; ensure personnel have the tools to complete their phase (to include, at a minimum: HW, SW, licenses, access, accounts, POC contact information)
      • IA: Ensure BOE and IATT requirements are initiated during the IPR phase.  Both require involvement and completion of tasks by the site.  Ensure IA personnel have the tools and time to complete their job.  Ensure SW phase is complete or close to completion before IA begins.  Facilitate scan requirements.
      • FOC: Maintain communications with the respective unit to ensure they are not experiencing any challenges.  If so, work it out.  Information, communication is key.  Stay in contact and keep the unit up to date.  Do not let the unit chase you for information.
    • Perform as the onsite PM leadership representative to unit/organization senior leaders, staff members, and local SEC contract personnel as required.
      • As the PM Representative, may have to participate in impromptu meetings regarding the project.
      • May be responsible to provide an In-Brief to the site prior to the HW Install phase. This is an option for the site.  Likewise, there is normally an Out-Brief at the end of the project following the accreditation event.  Personnel to invite for both briefs include at a minimum: Site leadership, site lead, S-6, IA, engineers involved with the installation, INSCOM.  For the Out-Brief, normally DAMI IM G2 will be present.  If so, it is their show.  Let them run it as they see fit.
      • Provide informal inbrief to DAMI IM G2 prior to the accreditation event. This is to afford them the opportunity to understand the environment and any caveats particular to the given environment/project.  Personnel present include DAMI IM G2, PM Representative (Trail Boss), and engineers present for the accreditation event.
    • Provide support / direction to all on site PM and sub-contractor personnel with regard to related tasks completion and reporting requirements. This includes:
      • Coordinate with PM DCGS-A, Strategic Systems IPCv1 Operations management (OPS MGT) team to confirm subcontractor assignments, scheduled arrival of assigned personnel, and track arrival departure of personnel per provided coordinate schedules.
      • While on-site, continue to monitor arrival/departure of personnel. Report/coordinate proposed changes with OPS MGT, PM Leadership.
      • Facilitate personnel issues/requirements
      • Ensure personnel have the tools required to do their job (this includes: HW, SW, workspace, badges, escorts)
      • Ensure personnel are following the intended task. Create an “open-door” environment so personnel can communicate struggles, shortcomings, and requirements.
      • Facilitate communication with GISA, SEC, PM Leadership, and FOFH as needed in order to allow personnel to focus on job requirements.
      • Resolve conflicts/disagreements between site and sub contract team members should they arise. Provide guidance to personnel in order to achieve actionable compromises that do not affect schedule, or modify system and/or information assurance configurations.  Modification of system or IA configuration requires the input/action of a Review Board (ERB).
    • Coordinate and manage daily onsite schedule. Apprise PM leadership of any perceived impacts to the schedule.  Provide relevant feedback to OPS MGT to adjust schedule due to onsite observations or expectations.
    • Provide detailed daily status updates to all stakeholders (includes, at a minimum: PM Leadership, INSCOM, site, engineers involved in the project). Use existing structured document and send via email.

    Qualifications

    Must Haves: 

     

    • Active TS/SCI Clearance
    • Bachelor's degree and 10 years of experience 
    • Fielding experience
